A notice of motion is a member raising their own item. Its absence does not mean inactivity — much of a councillor's work happens through committees, delegations and casework that these minutes never record.

This is about 3% of all business. Under Ontario law individual positions are written down only when a member requests a recorded vote, and members request them on the most contentious items. Everything else passed on a voice vote and is recorded simply as carried, with no way to know who supported it. These votes are therefore a skewed sample, not a voting record.

This searches a named set of local news feeds for their full name, or their title and surname together. A bare surname is never matched, so coverage that only says “the councillor” does not appear here, and neither does anything the feeds do not carry.

• Seconding is frequently a seat convention rather than a signal of support, so it is reported separately and never read as agreement or as passivity.
• How each member voted. Under the Ontario Municipal Act, individual positions are recorded only when a member requests a recorded vote — across the whole term that happened twice, so the minutes almost always read simply “Carried”.
• Motions moved at meetings whose minutes are not yet published or parsed.

A councillor who moves few motions may be doing a great deal that these minutes never capture. This page is a record of one specific thing, not an assessment of a person.
